Missouri Attorney General Andrew Bailey has opened an investigation into the city of Columbia’s use of diversity, equity and inclusion (DEI) policies in government hiring, programming and funding decisions.
According to STLPR, Bailey’s office on Tuesday submitted a Sunshine Law request for records referencing terms such as “racial equity toolkit,” “racial equity lens” and “equity” in city operations. The request seeks documents dated from March 1, 2025, to the present.
The investigation follows citizen complaints alleging that city-run programs have engaged in racial discrimination. Bailey cited the U.S. Supreme Court’s 2023 ruling in Students for Fair Admissions v. Harvard, which struck down race-based admissions, as part of the legal justification for his office’s inquiry.
“The people of Columbia voted for transparency but have received ambiguous, potentially racist policies that threaten punishment for city employees who challenge the DEI narrative,” Bailey said in a statement.
The city’s Strategic Plan, adopted in 2021, outlines Columbia’s commitment to diversity, inclusion and justice, stating: “We recognize the local government’s role in our community’s history of systemic oppression. We are committed to removing these barriers.”
On June 16, the Columbia City Council rejected a proposal to remove DEI-related language from the plan.
City officials say they are complying with the request for documents. D’Andre Thompson, Columbia’s DEI administrator, confirmed to KOMU 8 that records are being provided.
City Manager De’Carlon Seewood released a statement Tuesday defending the city’s practices.
“The city does not implement quotas, benchmarks or metrics based on race, nor does it discriminate against any group,” Seewood said.
He emphasized that Columbia’s programs follow state and federal law and are designed to create equal access for all residents.
“Our goal is, and always has been, to remove barriers, ensuring that all residents have access to city services, opportunities and support,” the statement read. “As a truly diverse city, we are proud to foster an environment where everyone may thrive.”
